towards a European vocational education and training model
Throughout Europe, vocational education and training is undergoing reform and modernisation as part of a common EU policy process, the Copenhagen Process. The aim of this Process is initiate a pan-European modernisation of vocational education and training in order to meet the challenges of global competition. This article surveys vocational education and training models in Europe, applying a discursive institutionalist perspective in order to describe how vocational education and training as an institution is being reframed by means of the Copenhagen Process, and concludes that a European model is under construction which aims to transcend the nation state by introducing a new way of "thinking" vocational education and training.
